- a DVF Food For Thought series -

Hong Kong and Singapore are among Asia’s fastest-ageing cities, and they have built care for older people in different ways. Hong Kong increasingly puts the subsidy in the senior’s hands, through vouchers that follow them to the provider they choose. Singapore subsidises care through government-funded providers. Both means-test, and both are expanding: Hong Kong’s 2026 Policy Address adds 2,000 community care vouchers and 1,000 residential care vouchers.

The question for this table is what it would take for capital to treat care the way it treats infrastructure: steady demand, contracted or subsidised revenue, measurable performance and long duration. Where is that already true, and what is missing where

it is not?
